New Delh: The Prime Minister, Dr. Manmohan Singh, on Tuesday said that addressing the alienation and emotional needs is the key for a political solution in the Kashmir valley.

Dr. Manmohan Singh in his opening remarks to the all-party delegation meet on Kashmir held here said that it can be achieved only through a sustained internal and external dialogue.

The Prime Minister asserted that government is ready to discuss all issues within the bounds of democratic process and frame work, as he urged all shades of political opinion to come forward for talks in a spirit of conciliation and dialogue.

Pointing out the need for a fresh beginning, Dr. Singh said that the state is only now emerging from the two decades of insurgency. He urged all political parties to build a consensus on a practical and realizable vision of the future of Jammu and Kashmir.

The Prime Minister said that nothing will give him "greater satisfaction than to see a permanent and just settlement of outstanding issues that protects the honour of all sections of people in the state."

Dr. Singh said majority of the people in Jammu and Kashmir favour a peaceful resolution of all issues and that is why "it is all the more important to ensure that the cycle of violence ends."

Mentioning about the public concern on Armed Forces Special Powers Act (AFSA), Dr. Singh said that the government is aware of public sentiment on the issue of armed forces special powers Act.

He said ultimately Jammu and Kashmir Police has to take on the burden of law and order and centre will provide all help to the state police

Conveying his deep sympathy towards those who lost their lives in the recent protests in the Kashmir valley, Dr.Singh appealed to the youth to allow peace to prevail and go back to their classes.

Spelling out the measures taken by the government, to address the aspiration of the people, the Prime Minister said that the line of control and border at various places has been opened to allow people in two parts of Kashmir to have greater interaction and trade besides holding talks in the round tables. Urging people of the state to give peace a chance , he said a lot of hard work is needed to rebuild the state and its institutions .

The Prime Minister also said that there is need to promote economic activity and create employment opportunities.

He also gave a call to build physical and human resource infrastructure while making it apparent that this can gather momentum only if peace prevails .

Dr. Singh, on this occasion, also announced the setting up of a Committee to increase employability in the state.

The panel to be headed by Dr C Rangarajan will interact with the National Skill Development Mission and submit its report within three months.

Prime Minister said that Jammu and Kashmir Police and other security forces are performing an extremely challenging task in difficult circumstances.

He urged the Jammu and Kashmir Government to take action to protect policemen and their families.
