Government to set up aviation university: Vayalar Ravi

Mumbai: Civil Aviation
Minister Vayalar Ravi said Monday that the government plans to set
up an aviation university that will ensure minimum standards of
aviation skills.
Speaking at the fourth International Civil Aviation Negotiation
Conference (ICAN 2011), Ravi said the government plans to
strengthen the Bureau of Civil Aviation Security (BCAS).
"To ensure that minimum standards of aviation skills are attained
and standardised, a national aviation university is proposed to be
set up with world class facilities. We are in the process of
evolving a project report for this facility, which will ensure
that the gap between demand and supply is bridged," he said.
The conference, jointly organised by the government of India and
the Montreal-based International Civil Aviation Organisation (ICAO),
is being held in India for the first time and aims to highlight
the need of modernisation of air service agreements (ASAs) by
including certain safety clauses, code-sharing guidelines,
security and tariff.
Ravi also said that an independent civil aviation authority has
been proposed for administration and regulation of civil aviation
safety.
He added that the process of constituting an accident
investigation committee on the lines of the National Transport
Safety Board is underway and that it will assist in matters of
safety.
Over 300 delegates from around 65 countries are attending the
conference which was inaugurated by President Pratibha Patil
earlier Monday.
It is being held to help aviation negotiators from different
countries to conduct bilateral air services negotiations or
consultations at one place.
In India, there has been a significant enhancement in national and
international connectivity making it the ninth biggest civil
aviation market in the world. India has bilateral air services
agreement with 108 countries and presently 72 foreign airlines are
operating to/from various destinations.
Three Indian carriers are operating to 35 destinations in 25
countries. Civil aviation ministry officials from India will be be
negotiating with the US, UK and the Gulf states among others.
