Right to recall may lead to political
instability: Pranab

Union Finance Minister Pranab Mukherjee said Sunday the proposal
for recalling elected representatives will be difficult to
implement in a huge country like India and may also lead to
political instability.
"It is easy to demand it, but difficult to implement. India is the
largest democracy with a huge population of over 122 crore. Under
such circumstances, I don't know how it will work," said Mukherjee.
"On what criteria will an elected representative be recalled,
whether the constitution will allow it - these questions will
arise," he said while addressing a panchayat convention here.
Mukherjee said the measure might also lead to political
instability.
Activist Anna Hazare had earlier said that if candidates spending
crores of rupees in elections are rejected by voters, it will
discourage them from overspending and would control election
expenditure.
Mukherjee said that spread of banking facilities in the rural
areas could plug leakage of funds and reduce corruption.
"There are allegations of leakage in MNREGA (Mahatma Gandhi
National Rural Employment Guarantee Act). If the fund recipients
for schemes like MNREGA, old age pension can be ensured through
the banking system, then the leakage can be stopped and the
corruption will come down," he said.
Mukherjee however underlined that despite this, the scheme has
ensured that minimum wages are raised throughout the country and
has also helped poor people to get work.
