United Nations award for Madhya Pradesh Public Services Delivery

Bhopal: The Bharatiya Janata
Party (BJP) ruled Madhya Pradesh state's Public Services Guarantee Act
has won the most prestigious international United Nations Public
Service Award.
The award is given in recognition of creative achievements and
contributions of public service institutions that lead to a more
effective and responsive public administration in countries
worldwide. Through an annual competition, the UN Public Service
Awards promote the role, professionalism and visibility of public
service. The 2012 United Nations Public Service Award has seen an
unprecedented number of 471 nominations. Madhya Pradesh has been
conferred the award in the category of “Improving the Delivery of
Public Services”.
The state Chief Minister Shivraj Singh Chouhan informed here
on Wednesday that the international recognition to the Madhya
Pradesh Public Service Guarantee Act, aimed at guaranteeing
hassle-free public services to the people within specific time
frame, is a matter of pride for the people of the state. He has
complemented the officers and employees responsible for
implementation of the Act on this creditable achievement. He said
that the Award would be presented to Madhya Pradesh at New York in
June, 2012.
The 2012 event is particularly significant as it marks the
commemoration of the 10th anniversary of the United Nations Public
Service Day and Awards Ceremony. The General Assembly in its
resolution 57/277, designated June 23 as United Nations Public
Service Day for the purpose of celebrating the value and virtue of
service to the community at the local, national and global levels,
with prizes to be awards to public sector institutions for
contributions made to the cause of enhancing the role, prestige
and visibility of public service. On June 23 each year the United
Nations organizes a ceremony to commemorate the United Nations
Public Service Day, during which the most innovative initiatives
in the public sector around the world are recognized.
The Chief Minister informed that under the Act enacted from
September 25, 2010, a total of 1.11 crore applications have so far
been received, of which 16.35 lakh have been registered online.
Out of the total applications received, 1.10 crore have been
disposed off. He informed that under the Act, compensation has
been paid to 113 persons for non-delivery of specified services
within the prescribed time limit. Besides, fine of over Rs. one
lakh has been imposed on 49 officials.
The Chief Minister said that 400 Public Service Centres would be
set up under PPP mode for more effective implementation of the
Public Services Delivery Guarantee Act-2010 in the state.
It may be mentioned here that 52 public services of 16 government
departments have been notified under the Act. Time limits have
been prescribed for delivery of these services within this period.
An official failing to meet the deadline of deliver of these
services is liable to fined. The Act also provides for
disciplinary action against the officials who are found guilty of
repeatedly doing it habitually or deliberately.
